L.A. Homeless billions wasted only on administration

Just go to page I-7 and read how over 13% for administrators to do nothing and only 8% spent on helping people. Divide the $5 billion from the state with $2 billion in L.A. and divide by 170,000 homeless in California and this is $26,000/homeless person. Also, nothing for youth, just put them into jail and not care that they do not go to school as at LAUSD 150,000, or 25%, do not come to school everyday and no one cares but me and I am eternally illegally prosecuted for such.
